QA Analyst (QA/Tester) Level 3
BACKGROUND
The Provincial Health Application Services Branch has the overall responsibility to ensure that applications used for
the delivery of programs in the Health sector are operational, maintained, enhanced, optimized, and supported.
Areas of responsibility include business applications that support the Regional Health Authorities and the Department
of Health. It has responsibility for the provision of 24/7 support for a wide range of complex and highly diversified
applications. It also ensures that these solutions are optimized and enhanced; and new solutions are delivered to
meet the ever-changing business requirements of the stakeholders and healthcare environment.
2. SERVICES SOUGHT
Service New Brunswick (SNB) requires a single Quality Assurance Analysts 3.
SNB reserves the right to sign a contract to hire additional resources from the results of this Service Request for a
period of 3 months from the closing date.
The Quality Assurance Analyst 3 resource will contribute to SNB/Dept. of Health initiatives under the guidance of the
Quality Assurance Team Lead. This will require working with Project Teams and using various methods and tools to
evaluate quality.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work
during non-business hours must be approved in advance.
The language of work is English.
The language of service is English.
The successful proponent will be expected to produce the deliverables described in Section 11.
The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training
prior to commencing the assignment.
SNB will only consider proposals identifying one candidate to fill the requested role. Vendors submitting more than
one submission for this role will result in the disqualification of all submissions from that vendor.
3. MANDATORY REQUIREMENTS
SNB seeks a QA resource that demonstrate the following Mandatory Requirements.
For mandatory requirements, bidders must provide relevant and sufficient detail to allow the evaluators to
understand the education, work experience, role, duties and duration (clearly stating from Month/Year to Month
/Year). Failure to provide all required details to verify the experience may result in disqualification of the vendor’s

Bidders must not alter any portion of the Solicitation or associated documents, with the exception of adding the
information requested by the Solicitation. Bids containing clauses additional to the Solicitation that are “qualified” or
“conditional” may be rejected.

6. REFERENCES
Vendors are requested to include references as per the table included within the Vendor Response Matrix.
References may be contacted to validate information provided in the Vendor’s response. In the event a poor

reference is received, or in the event references provide information that is different than the information provided
in the Vendor’s response, we reserve the right to disqualify the Vendor’s response from further consideration or
negatively impact the scoring for Section 4.
If SNB is unable to reach the reference(s) provided, or if references are not provided with the response, SNB reserves
the right to disqualify the Vendor’s response from further consideration.
SNB reserves the right to contact references other than those provided, who are familiar with the work of the
Vendor.
7. REPORTING STRUCTURE
The successful candidate will report to the Quality Assurance Team Lead/Manager who will provide
leadership/supervision regarding overall duties and work assignment.
8. DURATION/EFFORT
The successful candidate will be required on a full-time basis for a period of 1 year, commencing May 26, 2025 and
ending May 25, 2026 (261 DAYS). Also included is (1) one optional extension term of one (1) year (approx. 261
days).
SNB reserves the right to truncate the engagement, as needed.
SNB may extend the engagement, monetarily, by 25% if it deems necessary.
9. WORK LOCATION AND TRAVEL
The successful candidate will have the option of working remotely for the duration of the engagement. If the
successful candidate would prefer to work onsite in Fredericton, NB, SNB will provide office space and resources at
HSBC Place, for the duration of the engagement. Standard hours of work will be Mon - Fri 8:15 - 4:30 AST.
Travel outside the city of Fredericton is not expected. If the candidate is based outside the Fredericton region, it is the
vendor’s responsibility to pay for the employee’s travel to and from their place of business (or home) and the
Fredericton area. Additionally, the vendor will not charge SNB for employee travel time or expenses.

10. SUPPLIED DEVICES
SNB will provide technology devices as required to complete the services requested in this Statement of Work.

11. DELIVERABLES
The duties of the Quality Assurance Analyst 3 will include but are not limited to the following:
 Completion of the QA deliverables as defined in the Deliverable Assessment Framework. These activities will
be identified and managed as part of the project or maintenance release plans;
 Build and maintain repository of manually executed and/or automated test cases based on project
requirements and change requests;
 Assist business users in User Acceptance Testing;
 Create and maintain performance testing initiatives and adhering to best practices;
 Ensure the quality of applications based on defined scope and project requirements and meetings with
project stakeholders;
 Ensure compliance with government IT policies, procedures and security standards;
 Communicate regularly with Project/Team Representatives and participate in Quality review sessions;
 Stay informed regarding project direction and context as applicable;
 Attend team status meetings;
 Attend working group meetings as required
 Review project/release requirements and perform Gap Analysis;
 Work with various IT resources during the design, development, and implementation of IT Projects/Releases;
 Develop User documentation and procedures;
 Develop testing and defect reports at the end of each testing cycle;
 Assist in training of new QA resources;
 Work with the existing QA team members to ensure a knowledge transfer at the end of the assignment
 Assist other QA resources with testing;
 Other duties and tasks as assigned.
12. SELECTION PROCESS

defined within this SOW.

 An interview, either in-person or via telephone/video conference, may be utilized to verify experience and
qualifications
 demonstration of documentation produced
 a confidentiality agreement with the vendor and the vendor’s proposed candidate(s), and
 assignment of all intellectual property rights, including copyright, for all deliverables, consultation and
services to GNB
 administration of a test to the candidate(s) to gauge practical application of their skills and knowledge.
13. CONFLICT OF INTEREST
Candidates are requested to complete and return the attached Conflict of Interest form (see Appendix A) with their
submission.
The Province may disqualify a proponent for any conduct, situation or circumstance, determined by the Province, in
its sole and absolute discretion, to constitute a Conflict of Interest.
For the purposes of this SOW, the term “Conflict of Interest” includes, but is not limited to, any situation or
circumstance where:
(a) in relation to the Tender process, the proponent has an unfair advantage or engages in conduct, directly or
indirectly, that may give it an unfair advantage, including but not limited to (i) having, or having access to,
confidential information of the Province in the preparation of its proposal that is not available to other
proponents, (ii) communicating with any person with a view to influencing preferred treatment in the Tender
process (including but not limited to the lobbying of decision makers involved in the Tender process), or (iii)
engaging in conduct that compromises, or could be seen to compromise, the integrity of the open and
competitive Tender process or render that process non-competitive or unfair; or
(b) in relation to the performance of its contractual obligations under an agreement for the Deliverables, the
proponent’s other commitments, relationships or financial interests (i) could, or could be seen to, exercise an
improper influence over the objective, unbiased and impartial exercise of its independent judgement, or (ii)
could, or could be seen to, compromise, impair or be incompatible with the effective performance of its
contractual obligations.
Proponents should disclose the names and all pertinent details of all individuals (employees, advisers, or individuals
acting in any other capacity) who participated in the preparation of the proposal; AND were employees of the
Province within twelve (12) months prior to the Submission Deadline.
